Notice for Bids: Veterans Memorial Stream Restoration Project

The Borough of Kulpmont will be accepting bids for the Veterans Memorial Stream Restoration Project. The project includes stream restoration along a section of the Quaker Run. The project area is located in the Borough of Kulpmont and Mt. Carmel Township, Northumberland County, Pennsylvania. Work will involve placing rock structures within the stream channel, earthwork, erosion and sediment control plan implementation, and planting the site with native vegetation. All fill materials will be disposed of out of the floodplain and out of any wetlands. The bid shall include furnishing a performance bond for one hundred percent of the contract amount.

A mandatory site showing is scheduled for January 31, 2024 at 10:00 AM. All attendees are to meet at the Veterans Memorial Sports Complex located on South 6th Street, Kulpmont, PA (40.791809, -76.466610). Contractors must have and include in the package a demonstrated experience in knowledge and construction of successful streambank stabilization projects. Contractors are required to address all conditions of the Pennsylvania Department of Environmental Protection (PADEP)/ United States Army Corps of Engineers (USACE) stream encroachment approvals and erosion and sediment control measures required by the Northumberland County Conservation District and PADEP Chapter 102 regulations.

Bid packages are due by 10:00 AM February 23, 2024, at the Borough of Kulpmont Office, located at 9 North Eighth Street, Kulpmont, PA 17834, and will be opened to the public at 10:05 AM, the same day.

Contractors should be ready to start work by March 11, 2024. All work must be completed by October 31, 2023.

Joint Comprehensive Plan and Zoning Ordinance for Mount Carmel Township, Kulpmont Borough, and Marion Heights Borough

The Township of Mount Carmel and the Boroughs of Kulpmont and Marion Heights are in the process of developing a Joint Comprehensive Plan and Zoning Ordinance to cover all three municipalities. Perhaps the most important aspect of this process is community participation. Understanding the community’s values, including where the public feels the municipality is succeeding or lacking, will help the municipalities determine where to focus more attention and funding.

The following survey contains 26 questions about life in the region, including topics regarding quality of life, public facilities and services, natural and environmental resources, parks and recreation, and transportation. Please be prepared to dedicate the time to filling out this form completely, as your feedback is vitally important. It is recommended that this survey be completed on a computer or tablet rather than a mobile phone. Please note that the first 4 questions are required.

Recycling Program

If any unacceptable items are seen in any resident’s recycling bin(s), all contents will be left behind for THE RESIDENT to dispose of with a local trash hauler. The unacceptable items are not recyclables – they are trash.

Please do not block access to your mailbox with recycling bins.

If, due to unavoidable circumstances, the Borough does not collect your recyclables on the assigned day by 3:30pm, please take your bin(s) back inside and contact the Borough Office at 373-1521 for any updates on the Recycling Schedule.

​Regional Police Study

The intent of this study is to determine if Kulpmont Borough and Mount Carmel Township,(with a current contract to cover Marion Heights Borough) all contiguous and located in southeastern Northumberland County, Pennsylvania would benefit from consolidation by forming a regional police department to serve both municipalities, with a contract to continue covering Marion Heights Borough.
